The Town of Sunapee’s Emergency Management office is located at the Safety Services Building. Sunapee Emergency Management is responsible for the management, preparation, training, and execution of emergency functions to prevent loss of life or property from natural or man-made cause including flood, earthquake, hurricane, water contamination, drought, hazardous materials emergencies, weather related emergencies and epidemics. The Town of Sunapee has developed an Emergency Operations Plan (EOP) in cooperation with the State of New Hampshire Bureau of Emergency Management.
Our team includes Fire, Police, Health, and Town Officials who work collaboratively to prepare for, train and help manage an emergency within the town. We work in concert with NH Homeland Security and Emergency Management, FEMA and other state and federal agencies.

Meet Our Staff
Howard Sargent - Emergency Management Director
Since 1990, after his role as Deputy Fire Chief, Howard Sargent has served as the Emergency Management Director, succeeding Police Chief Orvill Fitch. Throughout his 34-year career, his work has included establishing and managing vaccination centers (PODs) with the Greater Sullivan County All Health Network and Grafton County for the health crises such as the Bird Flu, Avian Flu, and COVID-19 pandemic. He also closely coordinates with FEMA, has established school safety programs, and has renewed the Emergency Operations Plan (EOP) every decade.
David Cahill - Assistant Emergency Management Director
David Cahill, who retired as Sunapee Police Chief on May 31, 2022, brought over three decades of law enforcement experience to his role. Appointed Chief in 2002, Cahill was known for integrating new technologies and enhancing community engagement. He served as the president of the New Hampshire Association of Chiefs of Police and was Chairman of the New Hampshire Police Standards and Training Council from 2017 to 2021. Before joining Sunapee, Cahill spent 13 years with the Hillsborough Police Department, including work with the New Hampshire Attorney General's Drug Task Force, and began his career in Bradford, NH.
Cahill is currently serving as the Assistant Emergency Management Director, continuing his commitment to public safety and community service.
